Preheat oven to 350°F (175°C). Grease a 9x13 inch baking dish.

Brown ground beef in a skillet and drain excess fat. Add taco seasoning and water, then simmer for 5 minutes until thickened.

Spread refried beans evenly on the bottom of the prepared baking dish. Add a layer of tortillas, trimming as needed to fit the dish.

Distribute half of the beef mixture over the tortillas, followed by layers of salsa, sour cream, and half of the cheese.

Add another layer of tortillas, then top with remaining beef mixture, salsa, and cheese.

Cover the dish with aluminum foil and bake for 25 minutes. Remove foil and continue baking for 5 more minutes until cheese is bubbly and golden.

Remove from oven and garnish with black olives and green onions before serving.
